近(jin)期(qi),浙江(jiang)嘉興(xing)高速(su)公路(lu)服務(wu)(wu)(wu)區(qu)的移動充(chong)電(dian)(dian)(dian)機器人獲得(de)廣泛好評。近(jin)年來(lai),浙江(jiang)省加快推進公路(lu)沿線充(chong)電(dian)(dian)(dian)基礎設(she)(she)施建設(she)(she),早在2018年就(jiu)實現了全省高速(su)公路(lu)服務(wu)(wu)(wu)區(qu)充(chong)電(dian)(dian)(dian)樁全覆蓋(gai),目前累計(ji)建成投運1970個充(chong)電(dian)(dian)(dian)車(che)位、61個換(huan)電(dian)(dian)(dian)站,服務(wu)(wu)(wu)區(qu)日均充(chong)電(dian)(dian)(dian)1.2萬輛(liang)次,充(chong)電(dian)(dian)(dian)設(she)(she)施“隨(sui)手查”接入(ru)率100%。
同電(dian)力(li)公司(si)打通數據(ju)鏈
今(jin)年“五(wu)一”假(jia)期,6臺移動充電(dian)機器人引(yin)入嘉興服(fu)務區(qu),這(zhe)是國內(nei)首次將具備自動駕駛功(gong)能(neng)的(de)“移動充電(dian)”設備部署(shu)到高(gao)速公路服(fu)務區(qu)。
移(yi)(yi)動(dong)充(chong)(chong)電機器人具備(bei)慢速L4級別無人駕駛技術,車主無需專(zhuan)門(men)尋找(zhao)充(chong)(chong)電樁(zhuang),只需在手機上預約(yue)或下(xia)單,移(yi)(yi)動(dong)充(chong)(chong)電設備(bei)會自動(dong)前往車輛(liang)附近提供充(chong)(chong)電服務,實現了由(you)“人找(zhao)充(chong)(chong)電樁(zhuang)”到“充(chong)(chong)電樁(zhuang)找(zhao)人”的轉變。移(yi)(yi)動(dong)充(chong)(chong)電機器人自身攜帶70千(qian)瓦時的儲能能力(li),單臺設備(bei)可服務三四輛(liang)車,甚至可滿足500公(gong)里續航的大容量電動(dong)車充(chong)(chong)電需求,有效緩解了高速公(gong)路服務區充(chong)(chong)電樁(zhuang)緊張、排隊等待時間久的問題。
為更好服(fu)務(wu)(wu)(wu)車主便捷出行,浙江省(sheng)交通運(yun)輸廳還推動充(chong)(chong)(chong)電(dian)樁與智慧(hui)服(fu)務(wu)(wu)(wu)區(qu)融(rong)合,2022年年底完成智慧(hui)服(fu)務(wu)(wu)(wu)區(qu)系統(tong)聯(lian)網工程建(jian)設,采(cai)集(ji)全(quan)省(sheng)服(fu)務(wu)(wu)(wu)區(qu)車流、客流、充(chong)(chong)(chong)電(dian)設施數據等(deng)信(xin)息(xi);打通數據鏈條,積極對(dui)接(jie)國家電(dian)網省(sheng)電(dian)力(li)公司,實(shi)現省(sheng)智慧(hui)服(fu)務(wu)(wu)(wu)區(qu)系統(tong)與省(sheng)電(dian)力(li)公司充(chong)(chong)(chong)電(dian)樁平臺對(dui)接(jie),共享充(chong)(chong)(chong)電(dian)樁實(shi)時(shi)使用情(qing)況信(xin)息(xi),方便監測和運(yun)營維護(hu),并通過高德、浙里暢行等(deng)平臺向公眾發布相關(guan)信(xin)息(xi)。電(dian)動車車主可(ke)以通過手機(ji)App等(deng)渠道,實(shi)時(shi)查詢充(chong)(chong)(chong)電(dian)樁的使用情(qing)況和位置,提前(qian)規劃充(chong)(chong)(chong)電(dian)路線。
充電設施(shi)納(na)入(ru)考(kao)核評價(jia)標準
綠色出行成(cheng)為新風尚,浙江新能源汽(qi)車保有(you)量(liang)增長(chang)迅速,目前全省新能源汽(qi)車保有(you)量(liang)為185萬(wan)輛,占全國新能源汽(qi)車保有(you)量(liang)的比例(li)超(chao)過10%。隨著司乘人員充電服務需(xu)求的不斷增長(chang),對充電基礎(chu)設施(shi)配套建設提出了全新的要求。
今年(nian)以來,交通運(yun)輸部加快推進公(gong)(gong)路(lu)服(fu)務(wu)區(qu)充(chong)電基(ji)礎(chu)設(she)施建(jian)設(she)工(gong)作和高(gao)速公(gong)(gong)路(lu)充(chong)電基(ji)礎(chu)設(she)施“隨手查”民生實(shi)事,要(yao)求(qiu)年(nian)底(di)前每個(ge)高(gao)速公(gong)(gong)路(lu)服(fu)務(wu)區(qu)充(chong)電停車(che)位(wei)原則上不低于小型客車(che)停車(che)位(wei)的(de)10%,年(nian)底(di)前要(yao)實(shi)現高(gao)速公(gong)(gong)路(lu)服(fu)務(wu)區(qu)充(chong)電基(ji)礎(chu)設(she)施實(shi)時(shi)狀態查詢。
浙(zhe)江(jiang)(jiang)省(sheng)(sheng)政府統籌(chou)謀劃(hua)充電(dian)(dian)(dian)設(she)施(shi)建(jian)設(she)工作(zuo),持續加大(da)政策供給力度。浙(zhe)江(jiang)(jiang)省(sheng)(sheng)交通運(yun)輸(shu)廳聯(lian)合省(sheng)(sheng)能源局、國家電(dian)(dian)(dian)網浙(zhe)江(jiang)(jiang)省(sheng)(sheng)電(dian)(dian)(dian)力公司印發行動方案,成立(li)工作(zuo)專班,明確(que)工作(zuo)目標,分解建(jian)設(she)任務(wu)(wu),將高速公路服(fu)務(wu)(wu)區充電(dian)(dian)(dian)樁(zhuang)建(jian)設(she)列入交通運(yun)輸(shu)行業民生實事,每年均有服(fu)務(wu)(wu)區充電(dian)(dian)(dian)樁(zhuang)建(jian)設(she)計劃(hua)和考核目標。
浙江(jiang)交通進一步(bu)完善服(fu)務(wu)區考(kao)核評(ping)價(jia)標(biao)準(zhun),將(jiang)充(chong)電(dian)(dian)基礎(chu)設施(shi)建(jian)設納入評(ping)價(jia)指標(biao);修訂(ding)《浙江(jiang)省高速(su)公路服(fu)務(wu)區服(fu)務(wu)質量等(deng)級評(ping)定(ding)辦法》,明確充(chong)電(dian)(dian)樁設置作為服(fu)務(wu)區星級評(ping)定(ding)必備條(tiao)件,并對(dui)充(chong)電(dian)(dian)樁配備占(zhan)比(bi)、數據(ju)采(cai)集提出(chu)考(kao)核要求;制定(ding)《高速(su)公路服(fu)務(wu)區低碳建(jian)設及(ji)運營評(ping)價(jia)指南》,將(jiang)充(chong)電(dian)(dian)樁配備占(zhan)比(bi)作為重要評(ping)價(jia)指標(biao)之一。
下一步,浙江將繼續抓(zhua)好公(gong)(gong)路(lu)服(fu)務(wu)區(qu)充(chong)電(dian)基礎設施建設,提(ti)升充(chong)電(dian)設施運營服(fu)務(wu)能(neng)力,確保(bao)今年(nian)年(nian)底高速公(gong)(gong)路(lu)服(fu)務(wu)區(qu)建成投運充(chong)電(dian)車(che)位2100個。
